Field documentation indicates:<\/p>\n<ul data-path-to-node=\"12\">\n<li>\n<p data-path-to-node=\"12,0,0\">Window panes and security glass at hallway entrances were completely shattered.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"12,1,0\">Portions of the internal walls and the building\u2019s ceiling have collapsed.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"12,2,0\">Significant damage was inflicted upon the railings and the exterior facade of this historically significant structure.<\/p>\n<\/li>\n<\/ul>\n<h4 data-path-to-node=\"13\"><b data-path-to-node=\"13\" data-index-in-node=\"0\">Analysis under International Humanitarian Law (IHL)<\/b><\/h4>\n<p data-path-to-node=\"14\">The damage to this cultural and administrative institution conflicts with several peremptory norms of international law:<\/p>\n<ul data-path-to-node=\"15\">\n<li>\n<p data-path-to-node=\"15,0,0\"><b data-path-to-node=\"15,0,0\" data-index-in-node=\"0\">Violation of the Immunity of Civilian Objects (Article 52 of Additional Protocol I):<\/b> Pursuant to this article, civilian objects shall not be the object of attack.
